Maharashtra Chief Minister Devendra Fadnavis on Friday outlined an infrastructure roadmap for the Mumbai Metropolitan Region (MMR), asserting that the next few years will mark a historic transformation in connectivity across Mumbai and its surrounding areas.

Speaking at the CNBC-TV18’s Global Leadership Summit 2025, Fadnavis said, “In the coming five years, Maharashtra and the MMR region will see maximum infrastructure-related work, and we’ll be able to complete most of it by 2030.”

Detailing the projects underway, Fadnavis said work is progressing on the Bandra–Versova section, which will “help us decongest the Western Expressway that carries 60 per cent of Mumbai’s traffic.”

He added that construction is also in progress on the Versova–Dahisar–Bhayandar link, a project that includes multiple tunnels and bridges.

Highlighting Maharashtra’s growing network of sea bridges, Fadnavis said, “The 22 km long Atal Setu is for now the longest sea bridge, but we are prioritising a 24 km sea bridge from Bhayandar to Virar, and the work on that will initiate in a few days.”

He further revealed plans for a multi-modal corridor from Virar to Alibaug, which, he said, will play a key role in the state’s larger effort to “create a kind of ring road in the MMR region to decongest Mumbai.”

Fadnavis also said major tunnelling projects are underway to enhance east-west connectivity across the region.

“The Thane to Borivali tunnel is being worked upon to connect the east and the west. The travelling earlier used to take two and a half hours, now it would just take 20 to 25 minutes,” he said.

He added that another tunnel from Mulund to Goregaon is under construction, which will reduce travel time from two hours to just 20 minutes.

Additionally, an elevated road from Thane to the Navi Mumbai airport is being developed, he added.
