The Gujarat Anti-Terrorist Squad (ATS) has arrested a doctor with a medical degree from China for allegedly preparing ricin, a highly lethal chemical poison, as part of a suspected terror plot linked to the Islamic State Khorasan Province (ISKP). Two others have also been arrested in connection with the case.

According to ATS officials, the accused, identified as Dr Ahmed Mohiyuddin Saiyed, along with Azad Suleman Sheikh and Mohammad Suhail Mohammad Saleem, had conducted reconnaissance of several sensitive locations in Ahmedabad, Delhi and Lucknow. The trio was allegedly planning to use ricin in a large-scale terror attack and had also surveyed food markets and public areas as possible targets.

“Dr Ahmed Mohiyuddin Saiyed is highly educated and radicalised, and had planned to collect funds and recruit persons as part of a conspiracy to carry out major terrorist activities,” Gujarat ATS DIG Sunil Joshi said. He added that Saiyed’s handler, Abu Khadija — an Afghanistan-based operative associated with ISKP — had been directing him and facilitating the supply of weapons via drones across the Pakistan border.

The ATS said Dr Saiyed, a Hyderabad native, was arrested near Adalaj in Gandhinagar on November 7. Officers recovered two Glock pistols, a Beretta pistol, 30 live cartridges and four litres of castor oil, a key ingredient used in ricin production, from his possession. Investigators found that he had procured the necessary chemicals and equipment and had already initiated preliminary processing of the poison.

Ricin, derived from the waste material of processed castor beans, is one of the most potent toxins known and can be fatal even in minute quantities.

The other two accused, Sheikh and Saleem, both from Uttar Pradesh, were arrested in Banaskantha district for allegedly supplying weapons to Saiyed. They are suspected to have sourced arms from Hanumangarh in Rajasthan and delivered them to Gujarat, the ATS said.

Officials seized three mobile phones and two laptops during the operation. Call records and interrogation suggested that the accused had been conducting surveillance of sensitive sites for nearly a year. While no local sleeper cell link has yet been established, the ATS said it is investigating possible connections with national and international terror networks.
